Bring the water to a boil in a pot.

Stir in the powdered oats until the mixture thickens. Continue stirring to prevent lumps.

Add a very small amount of water, and cook for 5 minutes on low heat. Adding too much water will make the mixture too soft.

Remove from the heat and put in a wrapper.
